Workers Compensation Board CEO Appointed

The Honourable Pat Binns, Premier of Prince Edward Island, is pleased to announce the appointment of Mr. W. Philip MacDougall, CA, to the position of Chief Executive Officer of the Workers Compensation Board, effective September 14.

Mr. MacDougall succeeds the current Workers Compensation Board CEO, Mr. Howard Jamieson, who retires from the WCB effective September 14. Mr. MacDougall has held several positions of increasing responsibility throughout his 26-year career with the provincial civil service and is currently CEO of the province's Ports Commission.

Premier Binns notes, "Phil MacDougall has dedicated his career to public service. His professionalism and thorough knowledge of government operations make him an ideal candidate for this position at the Workers Compensation Board."

Biography – W. Philip MacDougall

W. Philip MacDougall was born January 15, 1945, at Port Hill, Prince Edward Island. He received his primary education in Bloomfield and Miminegash and his secondary education at Kinkora High School.

Mr. MacDougall graduated from St. Dunstan's University in 1968 with a BBA degree and became a chartered accountant in 1971. He worked as a staff accountant with the accounting firm of Clarkson, Gordon and Co. in London, Ontario, until 1972, when he returned to Prince Edward Island to join the office of the Provincial Auditor. Mr. MacDougall served as Assistant Provincial Auditor until 1976, when he was appointed Budget Director with the Treasury Board Secretariat.

In 1979, Mr. MacDougall was named Deputy Minister of the Department of Industry and Commerce which, in March 1980, became the Department of Tourism, Industry and Energy. In 1981, he was appointed Secretary to Treasury Board, and in November 1983 was appointed Deputy Minister of Finance and Tourism. He was named Deputy Minister of Environmental Resources in April 1993 and appointed Deputy Minister of Health and Social Services in June 1994.

Mr. MacDougall was appointed Deputy Minister of Transportation and Public Works in December 1996 and Chief Executive Officer of the PEI Ports Commission in September 1997.

Mr. MacDougall has served as president of the Institute of Chartered Accountants (1979), president of the Belvedere Golf and Winter Club Inc. (1979) and is past president of the PEI Hostel Association.

He is married to the former Sharyn Sudsbury and they have two children, Darcy and Meghan.
