Province Conducts Provincial Review Of Addiction Services

Health and Social Services Minister Mildred Dover released a report today of a comprehensive review of Addictions Services in the province.

The report makes several recommendations including the need to reallocate Addictions resources to additional programs for youth, women and seniors. It suggests a need for a gambling addictions program, and a comprehensive plan to replace and upgrade aging addictions facilities across the province.

The report was prepared by Steve McQuaid of JAN Associates in consultation with staff and community members.

Minister Dover said she requested the provincial review in response to concerns from several sectors, and in recognition of the changing profile and needs of the addicted person.

"A comprehensive approach is required," she said, "if we are to improve our ability to care for Islanders with addictions, reduce the large and unnecessary human and financial costs that result from addictions and, most importantly, prevent young Islanders from becoming chemically dependent."

She advised that it is a very comprehensive report which recommends major changes in an already complex system.

Implementation of the first recommendation, to assign provincial leadership to Addiction Services has already begun. A new position for a full-time provincial coordinator is expected to be filled within the next few weeks.

The provincial coordinator will provide leadership to a provincial process which includes consultation from staff and the addictions self-help community to prioritize the recommendations and develop a provincial Addiction Services plan which focuses on meeting the needs of youth, women and problem gamblers.

The planning process is expected to be completed during this fiscal year.

The McQuaid report contains several recommendations regarding:

- the development of a comprehensive provincial plan for Addiction Services

- the reallocation of resources to additional Addictions programs for women, youth and seniors

- the development and implementation of a gambling addictions program

- the need to develop stronger links with the addictions self-help community

- the replacement and upgrading of Addictions facilities

- increased public education programs to prevent substance abuse and increase aware of the consequences of addictions.
