The following is the text of a letter sent by Premier Pat Binns to Prime Minister Paul Martin today regarding the on-going concern about the sustainability of ferry service between Woods Islands, PEI and Caribou, NS.
Dear Prime Minister:
I write to express my grave concern regarding Transport Canada's recent discussions with Northumberland Ferries Limited (NFL) and what the future might hold for the vital ferry service between Wood Islands, Prince Edward Island and Caribou, Nova Scotia.
Local media reports and input I have received from NFL employees are suggesting that Transport Canada is further withdrawing its commitment to this important link between Prince Edward Island and Nova Scotia by offering a reduced subsidy which would result in reduced service. Obviously, this would effect severe economic consequences on Eastern Prince Edward Island.
The Northumberland Ferry Service provides transportation for approximately 475,000 passengers, 176,000 passenger vehicles and 21,000 commercial trucks annually. Traffic at the ferry has experienced consistent increases since the initial drop following the construction of the Confederation Bridge. The service must remain viable because it supports the economic health of the region, the national transportation system and the attractiveness of the Maritime provinces as a tourist destination.
I wish to emphasize that the ferry service is required as an alternative to interprovincial travel should the Confederation Bridge become impassable at any time. Moreover, I am advised that the construction of the Confederation Bridge does not remove responsibility of the Government of Canada to continue ensuring ferry service for Prince Edward Island.
The proposed decline in financial support for NFL is very worrisome. My concern is that this will precipitate a series of events including a shortened season, removal of one of the two ferries and an eventual discontinuation of service.
Prime Minister, I would respectively ask that you take immediate measures to ensure that Transport Canada commits to an annual subsidy which would ensure that Northumberland Ferries Limited enables existing service levels to be enhanced. I would also encourage the Government of Canada to commit to a long-term contract so that NFL, its employees and the travelling public can be assured of a sustainable service into the future.
