IRAC Appointments

Premier Pat Binns today announced two appointments to the Island Regulatory and Appeals Commission. The appointments are being made as a result of the retirement of IRAC Chairman Sterling (Ginger) Breedon.

Maurice Rodgerson, currently Vice-Chair, has been appointed Chairman. Charlottetown lawyer Brian McKenna will serve as Vice Chair. Both appointments are effective March 1, 2004.

The Premier acknowledged, with appreciation, the tremendous service Ginger Breedon has made over the course of his 32-year career with the public service.

“Ginger has brought dedication and competence to every single assignment over the years. After a very busy career, I wish him all the best in retirement,” said the Premier.

Brian McKenna

Brian McKenna’s early education was received at St. Teresa's Elementary School and Morell Regional High School. He then entered the University of Prince Edward Island on a full scholarship. Following a B.Sc. (Biology) degree in 1978, he attended the Technical University of Nova Scotia enrolling in a Masters of Urban and Rural Planning, Faculty of Architecture. After completing the first year of that program, he entered Dalhousie Law School, Halifax. After graduation in 1983, he returned to the Master's program on scholarship to complete the second-year course requirements.

After articles with Alfred K. Fraser, Montague, and MacNutt and Dumont, Charlottetown, he was admitted to the P.E.I. Bar in March of 1985. Shortly thereafter he was appointed to the Pension Review Board and served with that board and its successor, the Veterans Appeal Board of Canada, until 1993. He practiced law as a partner in the law firm of Diamond & McKenna (formerly Diamond, MacArthur and McKenna) in Charlottetown and is currently an associate in the Atlantic law firm of McInnes Cooper

Mr. McKenna has served at the national level with the Board of Governors of Heritage Canada and with the Board of Directors of the Canadian Council of Administrative Tribunals (CCAT). He has also served as vice-president and president of the Alumni Association of the University of Prince Edward Island, Treasurer of the P.E.I. Canada Day Committee and Secretary of the Island Nature Trust. He is currently the President of the Law Society of P.E.I.
