The strategic plan for Health PEI is now available online for the public, says Health and Wellness Minister Doug Currie.
“I’m very pleased with the Health PEI Board of Directors plan and the strategic work that went into preparing it,” said Minister Currie. “In terms of improving access, Health PEI will focus its efforts on reducing wait times in five key areas which align with Government’s 2012 Throne Speech priorities: primary care providers, long-term care, mental health and addiction services, elective surgeries and emergency services.”
The strategic plan will guide service delivery and system improvements over the next three years. The plan was developed in accordance with the Health Services Act, which requires a strategic plan every three fiscal years. Input from internal and external stakeholders through surveys, focus groups and facilitated discussions was used in the development of the plan.
“I was impressed with the wide range of valuable stakeholder input we received and look forward to seeing continued health system improvements led by our plan over the next three years,” said Health PEI board chair Dr. Donna Murnaghan. “The plan is focused on three main areas: access, quality, and efficiency, along with four key strategic dimensions that will guide us in achieving our vision of One Island health system supporting improved health for Islanders.”
The strategic plan drives the activities and priorities of Health PEI at all levels. It also provides a basis for public reporting and performance monitoring.

What is the purpose of the strategic plan?
The strategic plan:
• outlines Health PEI’s direction over the next three years
• keeps the organization focused on its goals
• drives the activities and priorities of Health PEI at all levels

How was the plan developed?
It was developed with input from internal and external stakeholders through surveys, focus groups and facilitated discussions:
• An online survey was open to the public January 17-31. Close to 300 Islanders completed the survey to provide their input in terms of which areas our health care goals and priorities should focus.
• Focus groups were also held across the province in January and February in order to further engage the public and gather more public input.
• An analysis of many reviews and reports also provided additional background in the development of the plan.
What are the goals of the plan?
Based on stakeholder input as well as evidence and best practices, HPEI will focus on improving services for Islanders in the following areas over the next three years:
Quality – we will provide safe, quality, person-centered care
Access – we will provide access to the right care, by the right provider, in the right place
Efficiency – we will make the best use of resources for a sustainable health care system

What are the key strategic dimensions of the plan?
The direction of the plan continues to focus on the need to shift from a reliance on hospital-based acute care to focus on areas such as home care and primary health care. Efforts will be centered on the following four strategic areas:
• Renewed model of home-based services – to support Islanders to remain home longer and return home sooner
• Renewed model of community-based primary health care – to improve access to primary health care
• Health care system enablers – focused on improving the efficiency of resources, processes and support services
• Integration of acute and facility-based care – focused on ensuring we are using beds and facility-based services more effectively
How will Health PEI be accountable for this plan?
• Goals and objectives will be assessed through performance measurements, including a review of patient outcomes and performance and financial indicators on a regular basis.
• Each year Health PEI will develop a business plan to identify annual priorities aligned with the strategic plan. The results will be published in HPEI’s annual report produced each fall.
• A public engagement strategy will also be released this summer to outline ongoing public consultation activities.
