A series of adjustments to the provincial government’s senior administrative level were announced by Premier Robert Ghiz today.
“I want to thank all those who served so well in their previous positions, and wish them well in their new responsibilities,” Premier Ghiz said.
• Doug Clow has been appointed Deputy Provincial Treasurer - which follows the retirement of the former Deputy, Paul Jelley.
• Allan Rankin has been appointed as a member and Vice-Chairman of the Island Regulatory and Appeals Commission, following the decision by Brian McKenna to serve with Veterans Affairs Canada.
• Rory Beck will serve as Clerk of Executive Council and Secretary to Cabinet upon the departure of Mr. Rankin.
• Jim Ferguson will become Executive Director of the Population Secretariat.
• Aidan Sheridan will replace Mr. Ferguson as Chief Executive Officer of the Public Service Commission. A brief biography of Mr. Sheridan is attached.
• Neil Stewart will be appointed as Chief Executive Officer of Innovation PEI, where he has been serving on an interim basis.
All appointments are effective July 27, 2009.

Deputy Provincial Treasurer
Doug Clow was appointed Assistant Deputy Minister for the Provincial Treasury in April 2008.
A 1987 graduate of the University of Prince Edward Island’s Business Program, Doug started his career with KPMG Peat Marwick as a Chartered Accountant student. He received his Chartered Accountant designation in 1991.
Doug joined the civil service of the Province of Prince Edward Island in 1990 when he accepted a position with the office of the Auditor General. Since that time, he has assumed roles as a Senior Auditor and as Budget Manager for the Province.
In September 1998, he was promoted to Budget Director and Director of Fiscal Management, roles he held until his promotion to Assistant Deputy Minister.
Doug currently sits as a Task Force Member for the Public Sector Accounting Board reviewing Financial Instruments in the government setting.
Doug lives in Stratford with his wife Diane and sons Lucas, Sam and Andrew.
Aidan Sheridan
CEO, Public Service Commission
Aidan is a 1980 graduate of the University of Prince Edward Island, where he attained a Bachelor of Business Administration degree. He then attended law school at the University of New Brunswick where he received his Bachelor of Laws degree in 1983. He was called to the PEI Bar in 1984 and, following a year of private practice, he accepted a position as Area Advocate with the Bureau of Pensions Advocates, where he represented war veterans and Canadian Forces members with claims for disability pensions.
Aidan has worked as an Area Advocate since 1984, with the exception of a brief secondment to the Provincial Crown Attorney’s Office as a Crown Prosecutor in 1996 -97.
He has been a member of the Canadian Forces Reserve since 1987, serving as a Legal Officer with the Office of the Judge Advocate General for 20 years. He has also served as the Vice-Chair of the PEI Labour Relations Board, and has acted as an independent arbitrator on many labour-related arbitration cases.
Aidan lives in Marshfield with his wife Tanya and three children, Jevan Walker, Colin and Katie Sheridan.
