The Prince Edward Island Regional Group of the Institute of Public Administration of Canada (IPAC-PEI) is pleased to announce the 2010 recipients of the IPAC Excellence in Service Awards.
These awards, presented during Public Service Week (June 14-18), reward and celebrate both individual and team excellence across all levels of the public service. Awards are based on the following criteria: quality of leadership, innovation, promotion of teamwork, community/client focus, and commitment to continuous learning.
Sue LeMaistre was awarded the IPAC Excellence in Federal Public Service Award for an individual for her efforts in co-chairing the Official Languages Sub-Committee of the PEI Federal Council and PEI Employment Equity Group. She also worked to establish a national Employment Information and Support Services (EISS) Program within Veteran’s Affairs Canada, and contributed to the Quality of Life Initiative and “Advocates Without Borders” Project. She is also very actively involved in her community.
The Pre-Orientation Sub-Committee of the Summerside Tax Centre, consisting of Krista Collicutt, Shawn Bernard, Bill Anderson, Andrew Dennis, Deneille Murchison, Michael Lynch, Calvin Waugh and Amanda Oatway, has been presented this year’s IPAC Excellence in Federal Public Service Award for a team. The team undertook extensive consultation with employees to develop an “Employee Orientation Information Handbook” in both official languages.
Guy Labonte was presented with the IPAC Excellence in French Language Services/Official Language Award for his work to promote and protect the French language and culture. Mr. Labonte has taken important steps to ensure the consistent availability of service to French-speaking persons across the Island, and acted as Chair of the Official Languages Committee until November 2009. He has proudly represented the PEI Federal Council at the National Network of the Official Languages Champions and the Best Practices Workshop.
The IPAC Excellence in Provincial Public Service Award for an individual was presented to Judy Hale for her involvement in the 2009 expansion of the PEI Cancer Treatment Centre, and for her personal commitment to professional development. Ms. Hale is also very involved in her community as a Coach of the PEI Biathlon Team.
The IPAC Excellence in Provincial Service Award for a team was presented to the Public Library Service Management Team of Kathleen Eaton, Norma Collier, Liam O’Hare, Jean-François Savaria, Trina O’Brien Leggott, Barb Kissick, Gary Ramsay, Rebecca Boulter, and Nichola Cleaveland. This team has worked tirelessly to develop an in-house Library Skills Development Certificate and monthly staff newsletter to communicate with staff in more remote communities. They have also established a “floating” book collection, resulting in substantial savings and increased literary offerings, among other things.
The IPAC Excellence in Municipal Service Award was presented to Deputy Chief Gary McGuigan of the Charlottetown Police Service for his work to establish a Downtown Depot, and for his re-casting of the Neighbourhood Watch Program. He actively re-branded the successful Drug Abuse Resistance Education Program within city schools. He also played an active role in the creation of the Department's new strategic plan and motto.
The Institute of Public Administration of Canada, founded in 1947, is a dynamic association of public servants, academics, and others interested in public administration. Rooted by its Regional Groups, it is a membership-based organization that creates effective knowledge networks and leads public administration research in Canada.
