Harness Racing Plan Moves Forward

The Province of Prince Edward Island has given the Atlantic Lottery Corporation (ALC) the go ahead to commence the next phase of its plans to revitalize the harness racing business in the Maritime Provinces, announced Eric Hammill, Minister of Agriculture and Forestry, and Patricia Mella, Minister Responsible for the P.E.I. Lotteries Commission.

The Board of ALC recently authorized its management to begin negotiations with the tracks in the Maritime Provinces, the federal government and other stakeholders. These discussions will take place over the next month, and resulting draft agreements will go back to the Board of ALC for final approval on February 9.

"This is a very important step in the overall process of creating a strong, viable harness racing industry for the future," said Mr. Hammill. "This is good news for horse owners, track staff, related businesses, and fans of harness racing in Prince Edward Island. The harness racing industry has historically played a significant role in the economy and culture of Prince Edward Island."

Pending the successful outcome of negotiations, full transition of harness racing operations to ALC is expected in Prince Edward Island by May, 1998.

"The Atlantic Lottery Corporation has the expertise in operations, marketing and promotions to re-establish the harness racing industry as a viable business in Prince Edward Island", said Patricia Mella, Chairperson of the P.E.I. Lotteries Commission. "Working together in a spirit of cooperation, we can make this a real success story."

Ms. Mella noted the importance of moving the process along in a timely manner in order for tracks to plan for the upcoming race season.

ALC's involvement in the racing industry was first suggested one year ago when the Maritime Premiers' Conference asked Atlantic Lottery to develop a plan to manage, market and promote the sport. Under ALC's revised Business Plan, approximately $10 million would be invested in the industry over the next three years. Key elements include increased marketing and promotional efforts, improvements to facilities for fan comfort, enhancing race purses and creating an atmosphere for recreational support.
