Enumeration Called For District 12, Charlottetown - Kings Square

The by-election called for 17 November 1997 will mean yet another enumeration of electors in electoral district No. 12, Charlottetown-Kings Square.

In the past year the residents of Charlottetown-Kings Square have been enumerated for a provincial general election, a federal election, a municipal election and now a provincial by-election.

The vacancy in the Legislative Assembly created by the 25 September 1997 resignation of Wayne D. Cheverie and the calling of a by-election requires that the Chief Electoral Officer conduct an enumeration of electors in the electoral district.

The Election Act provides for an enumeration of electors before every general election or by-election. The only exceptions to this are where a vacancy in the Legislative Assembly occurs within 10 months after the last general enumeration or general election or by-election. The second exception is where more than 38 months have passed since the last provincial general election. Neither exception applies to this by-election.

Accordingly, Merrill Wigginton, the Chief Electoral Officer, will commence the enumeration of electors in Charlottetown - Kings Square within the next few days. Mr. Wigginton said, "the Election Act is very clear an enumeration in Charlottetown-Kings Square must be carried out for the by-election to be held on 17 November 1997 and the enumeration will commence by week's end."

Two enumerators will be calling on each household in district No. 12, to enumerate qualified electors. Residents will be asked to provide their name, address and occupation. This information will be used to compile up-to-date election lists for each polling division in district No. 12, Charlottetown-Kings Square. The last enumeration in this district involved some 3,500 electors.
