July 31, 2003 Premier's OfficePremier Pat Binns today announced that David Riley has been appointed Deputy Minister of Health and Social Services. Riley replaces Rory Francis. "Mr. Francis has, for the past seven years, served my government capably in various departments. I have asked him to assume new responsibilities with the Slemon Park Corporation," said Premier Binns. Chief Executive Officer of East Prince Health since 1999, Riley will bring considerable front-line delivery experience to the Department of Health and Social Services. Before his position with East Prince Health, Riley was Deputy Minister of Community and Cultural Affairs and Deputy Attorney General. "I am pleased that Dave has accepted this new assignment because he brings a tremendous understanding of the complexity of the health and social services system. He's a consensus builder and has had direct experience with the challenges of delivering important services at the community level," said the Premier.
