Lieutenant Governor J. LĂ©once Bernard, Premier Pat Binns and the PEI Regional Group of the Institute of Public Administration of Canada, last evening, presented the first IPAC-PEI Lieutenant Governor's Award for Excellence in Public Administration to Douglas B. Boylan.
The award recognizes outstanding contributions made on a sustained basis rather than as a result of any single exceptional public service deed or long service in the public sector.
"Mr. Boylan served in the provincial public service for many years and in many different capacities since 1961. He retired in 1993, after leaving a significant mark on the public service," said Premier Pat Binns. "It is my pleasure to congratulate Mr. Boylan and thank him for many years of distinguished service to the people of Prince Edward Island."
Throughout his career, Mr. Boylan was Secretary to the Cabinet and Clerk of the Executive Council for 16 uninterrupted years, serving with five different Premiers. He also served as Clerk of the Legislative Assembly, Chair to the Royal Commission on Land and Aide-de-Camp to the Lieutenant Governor. To his credit, Mr. Boylan also served in the Royal Canadian Navy Reserve, retiring in 1996 with the rank of Lieutenant-Commander. Most recently, he served as a Professor of History at the University of Prince Edward Island. Mr. Boylan has also served his community through a number of volunteer commitments.
