Appointment of Chief Executive Officer to the Maritime Provinces Higher Education Commission

The Council of Maritime Premiers is pleased to announce the appointment of Ms. Mireille Duguay to the position of Chief Executive Officer of the Maritime Provinces Higher Education Commission (MPHEC), effective October 1, 2001.

Ms. Duguay has been an employee of the MPHEC since July 1996, most recently in the position of Director, Academic Planning and Research. Ms. Duguay has also held senior positions in other higher education organizations, namely Senior Policy Advisor with the Franco-Ontarian Education and Training Council and Director of Research with the Fédération des communautés francophones et acadienne du Canada. As well, Ms. Duguay has undertaken independent research for numerous organizations. Ms. Duguay has also been a lecturer at the Department of Political Science at the University of Ottawa.

Ms. Duguay received a B.Soc.Sc. as well as an M.A. in Political Science from the University of Ottawa. She brings to this position extensive understanding of governmental, political and administrative processes, as well as experience and knowledge of the Commission's role and responsibilities, client institutions and stakeholders.

Ms. Duguay replaces Dr. Carmelita Boivin-Cole who has served the Commission in the capacity of CEO since October 1998.

The Maritime Provinces Higher Education Commission was established in 1974 by the Council "to assist the provinces and the institutions in attaining a more efficient and effective utilization and allocation of resources in the field of higher education in the region." The Commission's mandate was renewed in 1997 to focus on service to students and to emphasize its work on quality assurance, information management, and other cooperative regional arrangements.
